Speed up Shutdown speed

Not always going to make it faster, but will at least shorten the time Windows waits for unresponsive tasks to close.

• open the registry edit (start, run, regedit)
• navigate to [HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control]
• set WaitToKillServiceTimeout=20000 (which sets it to 20 seconds)
