Description:

Responsible for applying settings set through Group Policy. If you are just a home machine, you do not technically need this service, if you can find out how to disable it. You might be able to set it through the registry, or commandline, but you cannot via services.msc

Service Description:

This service is responsible for applying settings configured by administrators for the computer and users through the Group Policy component. If the service is stopped or disabled, the settings will not be applied and applications and components will not be managable through Group Policy.

Consequences of Stopping:

Not able to set it to Disabled. It is 'hardened', which means it cannot be killed. Like superman. Or not. Any components or applications that depend on the Group Policy component might not be functional if the service is stopped or disabled.
All services listed in 'Required For' will be unable to function
